Yemen's Defence Minister Mohammed Nasser Ahmed survived the attack which targeted his convoy near the government headquarters, but seven guards were killed, a security official said.
"The defence minister was the target," said the official, adding that the blast took place near the car carrying guards, killing seven of them.
Smoke billowed from the area of the explosion sealed off by police while ambulances rushed to the scene which hosts several government departments as well as security headquarters, witnesses said.
Earlier witnesses said the car bomb exploded near Yemen's security headquarters in Sanaa, in an attack that came a day after the second in command of Al-Qaeda in the Arabian Peninsula Seed al-Shehri was killed in an army raid.
